It is an old-fashioned exclamation of annoyance, displeasure or anger. Often shortened to tse.

Leche: Minsan Flan, Minsan Ikaw

Filipinos today prefer to spell letse plan as leche flan. Anything closer to the “classier” foreign languages like Spanish and English is preferred over native Tagalization of the spelling.
